Instituciones y Voluntad Política: Su influencia en la Política de Eficiencia Energética del Brasil

Abstract
Energy efficiency has been, in the last twenty years, one of the key instruments for adopting environmental responsible habits and better utilization of the available energy sources. However, results obtained in the implementation process of such policies have been diverse. This article explores the experiences gained by countries in implementing energy efficiency policies, and identifies the factors attributable to their success. While empirical findings lead us to suggest intuitively that interaction of institutional capacity and political will are key to explain the success of energy efficiency policies, we test the veracity of this argument in Latin America from the analysis of Brazilian experience during the period after the signing of the Kyoto Protocol between 1998 and 2008.
