Testing Framework and Validation for Speed Governing Systems – Practical Application at Delsitanisagua Hydropower Plant

Abstract
Through control systems and spinning reserve, frequency regulation wants to respond adequately against the instantaneous generation-load imbalances, so that the arisen frequency variations would be properly corrected. Therefore, the capability to regulate the frequency and maintain it within certain limits provides greater security and control over the system operation. Under this context, the development of methodologies that allow a fast and accurate response from the power-frequency control equipment are necessaries. Specifically, from speed governing systems, also known as governors, and which are key players during the Primary Frequency Regulation (RPF).
In this field, the "Subgerencia Nacional de Desarrollo" (SID) of the Ecuadorian system operator (CENACE) is proposing a comprehensive testing framework and tuning methodology for speed governing systems, which were applied with great success at Delsitanisagua hydropower plant. The main achieved results, conclusions, and recommendations are presented in this article.
